Ethical issues of publishing

Duplicate submission

The editors do not accept for publication the articles which have been concurrently sent to other journals for publication or which include materials in large part published as articles by other print or electronic media. Authors must guarantee in the covering letter that the submitted article has not been published earlier or submitted to the other journal for consideration and publication. This policy does not relate to the articles that have been rejected by another journal as well as to the published ones containing preliminary research results. The editors do not reject considering papers that have been displayed as abstract or poster at a professional meeting but were not published in full or those being considered for publication in a proceedings or similar format. In the new publication the reference to these materials should be mentioned and indicated.
Authors are encouraged to provide the information about their previously published materials on the topic and materials included in the submitted article. Copies of such material should be included with the submitted manuscript to help the editor to decide on the possibility of redundant (duplicate) publication. Redundant (or duplicate) publication is publication of a paper that overlaps substantially with one already published in print or electronic media.
The editors reserve the right to verify in the international information bases concerning publications of other articles by authors. If redundant or duplicate publication is attempted or occurs without such notification, authors should expect rejection of the submitted manuscript. If the editor was not aware of the violations and the article has already been published, then a notice of redundant or duplicate publication will be published with or without the author's explanation or approval. ,br>If redundant or duplicate publication is attempted or occurs without such notification, authors should expect rejection of the submitted manuscript. In individual cases the editorial staff can make a decision concerning possibility of the secondary publication. The cause for such decision is accepting the necessity of maximally wide distribution of the materials presented in the article to scientific medical community. Secondary publications are realized in a strict compliance with international copyright laws, ethical norms and in author and both editors agreement.
Secondary publication is justifiable provided that the following conditions are met:
1. The authors have received approval from the editors of both journals;
2. The editor concerned with secondary publication must have a photocopy of the primary version;
3. The priority of the primary publication is respected by a publication interval of at least 1 week (unless specifically negotiated otherwise by both editors);
4. The paper for secondary publication must be intended for a different group of readers; an abbreviated version could be sufficient;
5. The secondary version faithfully reflects the data and interpretations of the primary version;
6. The title page of the secondary version informs that the paper has been published in whole or in part and states the primary reference.
7. The title of the secondary publication should indicate that it is a secondary publication (complete republication, abridged republication, complete translation, or abridged translation) of a primary publication.

Publication of negative results

The editors consider seriously for publication any carefully done study of an important question, irrespective whether the results were positive or negative. Herewith the editors consider the fact that numerous studies providing negative results are factually intermediate and incomplete. The final decision on publishing incomplete research is made by the editors following careful consideration.

Correspondence and publishing critical remarks

Encouraging the discussion on the articles published in the Journal the editors take responsibility to consider carefully all critical comments which have been sent to us, striving to reveal all gross and inaccurate statements.
The editors of the journal give possibility for readers to send their comments, questions or critical remarks concerning the published articles by mail or e-mail to the address of the editorial staff.
All the letters and critical remarks to the published articles are considered carefully at the editorial board meetings.
Authors of the critical materials should inform about any competitive interests or conflict of interest when sending these materials. In case the criticism is grounded the journal takes responsibility to place the critical materials in the journal.
The authors of the criticized article are also given the possibility to publish their replies. The given materials will be placed in the section “Discussions”. As a rule, critical materials and replies of authors are published by the editors in the same issue.

Commercial issues and advertising

The publication of research papers in the journal “HEPATOLOGY and GASTROENTEROLOGY” is free of charge. Absence of financial obligations to the authors gives the possibility to the editors to follow the independent publishing policy and select only high-quality science-based articles.
The editors compensate publishing expenses partially by means of advertising. The journal publishes only advertising circular of medicines, medical equipment and medical products authorized for use by the law of the Republic of Belarus. Advertising articles as well as articles funded by manufacturers are not considered. The space for advertising materials in the journal should not exceed 5%. The editors take responsibility of prompt rejecting the advertisement placement in case of revealing false information or of publishing information for readers in case they observe that in the previously published advertisement material the advertiser has presented incomplete or unreliable information.
